Sayed Rasekhuddin Hashemi is a seasoned hydrologist and water resources consultant with over 16 years of national and international experience in hydrology, hydrogeology, and watershed management. He holds a BSc in Hydro-meteorology from Kabul University and an MSc in Environmental Science and Technology from Shimane University, Japan.
His expertise spans surface and groundwater resource assessment, watershed modeling, flood risk analysis, and climate change impact studies. He has applied advanced tools such as HEC-RAS, HEC-HMS, SWAT, WEAP, ArcGIS, and QGIS to projects across Afghanistan, Tajikistan, and beyond.
Throughout his career, Mr. Hashemi has contributed to major initiatives with organizations including GIZ, Landell Mills (UK), JICA, SNC-Lavalin (Canada), the World Bank, ICIMOD, and the Ministry of Energy and Water of Afghanistan. His work has focused on sustainable water management, disaster risk reduction, and strengthening institutional capacity in the water sector.
He is also experienced in technical consulting, project management, proposal development, and capacity building, having led research teams, trained hydrologists, and coordinated multi-stakeholder projects. His academic and professional contributions include climate resilience modeling for the Panj-Amu River Basin, hydrological risk assessments for dam projects, and water supply feasibility studies for rural and urban communities.
