Designing Renewable Energy Solutions to Power IDP and Returnee Communities Across Four Afghan Provinces
In partnership with BRAC Afghanistan under the UNDP ABADEI Phase II Program, Shatoot Consultants conducted a comprehensive Renewable Energy Needs Assessment for internally displaced persons (IDPs), returnees, and host communities across 14 priority areas in Kabul, Khost, Paktika, and Kandahar.
The assessment aimed to identify renewable energy needs, household energy-use patterns, and feasible solar-based interventions that would provide clean, affordable, and sustainable electricity for lighting, cooking, and income generation.
By combining field-based surveys, focus group discussions, key informant interviews, and technical design expertise, Shatoot developed actionable, context-tailored energy solutions to improve living conditions and enhance community resilience.

The assessment’s outcomes provided a data-driven foundation for BRAC’s future renewable energy interventions:
- 323 household surveys, 12 focus group discussions, and 10 key informant interviews conducted across 14 target locations.
- Comprehensive renewable energy assessment report identifying key household needs, energy usage patterns, and sustainability frameworks.
- Four technical solar home system (SHS) packages and two clean cooking packages designed and costed for immediate implementation.
- Community-informed recommendations emphasizing safety, gender inclusion, and sustainability through local maintenance training.
- Identified top household power consumption priorities.
- Developed Bills of Quantities (BoQs), system schematics, and maintenance toolkits to guide practical deployment.
