Arash Yarmand is a distinguished energy specialist and project manager with more than 17 years of experience in Afghanistan’s infrastructure and power sector. As Senior Energy Consultant at Shatoot Consultants, he brings deep expertise in the design, management, and oversight of complex energy projects, including high-voltage transmission lines, substations, and hydropower systems.
Arash holds two master degrees in Project Management (University of Wisconsin–Platteville) and Power Engineering (EIT – Perth), along with a B.Sc. in Electrical Engineering from Kabul Polytechnic University. His career spans leadership roles with USAID and Tetra Tech, where he managed multimillion-dollar initiatives such as the Kajaki Hydropower Plant Unit 2 installation and the Pul-e-Khumri to Chimtala transmission line.
